The Permanent Representative

Ambassador Carmelo Inguanez is a career diplomat with over twenty-eight years experience at the Ministry of Foreign Affairs. He started as Desk Officer in the Ministry responsible for the Council of Europe later becoming the Head of Unit dealing with the Council of Europe and the Organization for Security and Cooperation in Europe (OSCE). Between 1990 and 1995 he was First Secretary at the Embassy of Malta in Brussels accredited also to the then Permanent Delegation of Malta to the EC. He was later posted as Counsellor at the Embassy of Malta in Tunis where he served till 1998.

On his return to Malta he occupied a number of senior positions within the Ministry. He was Assistant Director at the Office of the Permanent Secretary. During Malta’s EU accession negotiations he was seconded to the EU Negotiations Secretariat of the Office of the Prime Minister as EU Negotiations Coordinator (External Co-ordination). In 2003 he was appointed Director of Protocol and Consular Services. Between 2006 and 2009 he served as Director General, European and Economic Affairs.

In 2009 Ambassador Carmelo Inguanez was appointed Ambassador of Malta to the Russian Federation. In 2011 he was appointed Ambassador of Malta to Italy with accreditation also for the Food and Agriculture Organization (FAO). In July 2013 he was appointed Ambassador of Malta to Tunisia.

Ambassador Carmelo Inguanez graduated with Honours from the University of Malta in Public Administration in 1985. In 1987 he was awarded a Chevening Scholarship to follow a one year post-graduate course in Diplomacy at the University of Oxford (Green Templeton College).   In 1991 he read for a Masters degree in Public Management at the Universite Libre de Bruxelles (ULB).  In 2002 he was awarded a French Government scholarship to follow a short-term post-graduate specialization course on the European Union at the Ecole Nationale d’Administration (ENA) in Paris.

Throughout his diplomatic career, Ambassador Inguanez was awarded various decorations including those of Grande Ufficiale Ordine al Merito della Repubblica Italiana, Officer of the Order of the Three Stars of the Republic of Latvia, Member of the Order of the Cross of Terra Mariana III class of the Republic of Estonia, Officer of the Order of the Republic of Tunisia, and Commander of the Order of Merit of the Republic of Cyprus. He has also been awarded the Medal of the Ministry of Foreign Affairs of the Russian Federation “For the Contribution to International Cooperation”.

Ambassador Inguanez speaks English, French and Italian and has some working knowledge of Russian and Arabic.

Ambassador Carmelo Inguanez was born on 19 December 1961 in B’Kara, Malta. He is married to Odile and has three children.
